As a fellow of the British Computer Society, Phil has held senior ICT leadership positions in both the private and public sectors, including Royal Mail Group and the NHS, in both acute and commissioning organisations.
Phil currently has a dual functional executive director role for both the ICB and for Hertfordshire, Bedfordshire and Luton ICT (HBL ICT) Shared Services. This includes being executive sponsor for digital process innovation, accountable for and leading the digital portfolio within the ICB, transitioning from analogue to digital ways of working. As the Managing Director of HBL ICT Shared Services Partnership, Phils is accountable for the provision of ICT services to six NHS organisations and 210 GP practices across Hertfordshire and Bedfordshire.
